Claudia Hepburn, CEO of Windmill Microlending, says the organization is helping thousands of immigrants and refugees rebuild their professional lives in Canada through affordable loans and career support. The national charity focuses on assisting newcomers with international credentials—particularly in high-demand fields like healthcare, engineering, and law—overcome licensing and accreditation barriers.
According to Hepburn, Windmill was founded two decades ago to address a major gap in Canada’s immigration system: while the country attracts educated immigrants, many are unable to practice in their trained professions. As a result, newcomers often take survival jobs that don’t match their skill sets. Windmill offers up to $15,000 in microloans, averaging around $12,000, to help cover the cost of exams, tuition, books, and even short-term living expenses or childcare during intense study periods.
Hepburn explains that the organization has supported over 14,000 clients since its inception. In the last fiscal year alone, Windmill issued approximately 2,500 new loans. Nearly half of these loans went to healthcare professionals—doctors, nurses, dentists, pharmacists, and lab technologists—addressing urgent labour shortages across the country.
Funding for the charity comes from both public and private sources. Hepburn notes that social impact investors play a key role by lending capital at modest returns while generating significant social benefits. On average, Windmill clients more than triple their incomes, leading to increased tax contributions and stronger local economies.
Hepburn emphasizes that outreach happens through partnerships with universities, immigrant-serving organizations, and digital channels. A growing number of clients also come through word of mouth.
She adds that Windmill’s name reflects its mission: converting wasted potential into prosperity. With demand continuing to rise, Hepburn remains committed to helping skilled immigrants thrive and contribute fully to Canada’s economy.
